Don Mariano Marcos Memorial State University (DMMMSU) invited subject matter specialists from the Department of Budget and Management from both the National and Region-1 Offices to shed some light on the Revised Organization and Staffing Standards for SUCs (NBC No. 589) and Reclassification of Faculty Positions of SUCs (NBC No. 461) and other organization and compensation issues.
The said orientation took place in the International Convention Center, DMMMSU-NLUC, Sapilang, Bacnotan, La Union on February 3, 2023. This was attended in by Vice Presidents, Chancellors, Executive Directors, Directors for Administrative Services, Instruction, Finance Services, University Accountants, University Budget Officers, University Internal Auditors, Campus/Operating Unit Administrative Officers, Campus/Operating Unit HRMOs, Faculty Presidents, and Nonteaching Association Presidents of State Universities and Colleges in Region-1.
Director Gerald R. Janda of the Department of Budget and Management Organization, Position Classification and Compensation Bureau, and Mr. Michael Glenn P. Amor, Senior Budget and Management Specialist from DBM presented and discussed said topics, especially focusing on NBC No. 598. Director Ria V. Bansigan of DBM-RO1 was also present to grace the said event while at the same time served as a mediator during the discussions.
Issues, concerns, and clarifications were raised during the orientation. DMMMSU and PSU Presidents for instance expressed common observations and forwarded shared concerns, especially on the unique structures and situations of the two institutions which, unfortunately, did become part of the discussions during the consultation periods for NBC No. 589. As with other pro-poor, pro-humanitarian concerns presented by other participants from other academic institutions in the Region, the subject matter specialists promised to raise and present the same in future consultations. As of this writing, NBC No. 598 is yet in its Phase 1, which means that DBM has so far created 234 regular positions for support staff for SUC Presidents, VPs, and Chancellors (and equivalent titles for heads of Campuses). Staffing positions for Research, Extension, and Academic Units of SUCs will be named in Phases 2 and 3 of the said guidelines.
As regards NBC No. 461 concerns, however, the participants were advised to raise concerns to CHED.
