Capas, Agoo, La Union – DMMMSU SLUC College of Graduate Studies (CGS) – Master’s in Development Administration, through Project ADAREN, conducted a seminar titled “Weaving a Tapestry of Support: Safe Spaces, Public Service, and Collective Well-being” at the Capas Barangay Hall on March 1, 2025. The initiative aimed to strengthen ethical leadership and promote the well-being of barangay officials.

The seminar covered key legislative frameworks, including Republic Act 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees) and Republic Act 11313 (Safe Spaces Act). It provided barangay officials with insights into ethical governance, fostering safe spaces, and mental health awareness.

Expert speakers included Dr. Janice Rhea P. Cabacungan, Prof. Marissa Fangon, and Mr. Mark Gerard Mabunga. Dr. Cabacungan emphasized the role of ethical leadership in maintaining public trust, while Prof. Fangon elaborated on the Safe Spaces Act, advocating for inclusivity and respect in communities. Mr. Mabunga addressed mental health concerns, highlighting the need for supportive environments within local governance.

Barangay officials, led by Kagawad Modesto Danao, actively engaged in discussions and expressed their commitment to applying the seminar’s lessons to enhance governance and community welfare. (By Janice Rhea Cabacungan)
