The Civil Service Commission recognized DMMMSU for achieving Maturity Level II in Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) Rewards and Recognition, and Learning and Development Systems at the International Convention Center this morning, March 29, 2022.
The said event was attended in by President Jaime I. Manuel, Jr., the Vice Presidents, Chancellors, Executive Directors, University Human Resource Management Officer, Unit Heads for Administrative Services, Unit Human Resource Management Officers, Central Administration HRMO personnel, Faculty Regent, Student Regent, and UNTA President.

Director Hedy Jose B. Lardizabal presented the certificates to him along with VP Estrella N. Perez and other University Officials.
Also present were Officials from Civil Service Commission-Region 1 namely Dir. Cornelia M. Rillera who gave her opening message, Ms. Liwayway R. Navalta who presented an overview of PRIME-HRM, and Dir. Hedy Jose B. Lardizabal who left a challenge to DMMMSU on its journey towards excellent human resource management.
During her welcome remarks and message, Dr. Estrella N. Perez, VP for Administration, expressed her appreciation of the help and support of CSC-RO1:
“Our partnership with the Civil Service Commission helped us realize our dream to improve our HRM systems and practices. Through the Program to Institutionalize Meritocracy and Excellence in Human Resource Management, we were able to realize that the the old-common way of responding to the needs of our stakeholders, that is merely transactional, could be transformed into more responsive systems and practices. The ratings derived from the initial assessment of the four systems of HRM in the University are eye openers. They are suggestive of immediate reform and very much aligned to the standardization endeavors of the University.”

Meanwhile, in his message, President Manuel highlighted the importance of CSC’s PRIME-HRM.
“The integration of PRIME-HRM in our systems has helped open more opportunities for improvement in the different aspects of human resource management of DMMMSU. PRIME-HRM is a transformative initiative which has greatly contributed in the cultivation of the culture of excellence in DMMMSU. Most certainly, the recognition that we have received shows the University’s staunch determination to promote excellence in human resource management towards efficient and effective public service delivery.”
After achieving Maturity Level II in the two systems, DMMMSU now gears up towards proving the University’s competencies, systems, and practices in the two other systems namely 1) Recruitment, Selection, and Placement; and 2) Performance Management in order to be conferred with PRIME-HR BRONZE AWARD.
PRIME-HRM aims to elevate public sector human resource management to a level of excellence through the assessment, assistance, and awarding processes of HRM Systems, Practices, and Competencies using HRM maturity level indicators that are at par with global HRM standards.
