Civil Service Commission-Region 1 (CSC RO1) virtually conferred on DMMMSU a Certificate of Recognition on November 15, 2021 as DMMMSU has met the standards for Maturity Level 2 indicators for Rewards and Recognition (R&R) System under CSC’s Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM).

The virtual awarding ceremony was attended in by DMMMSU top managers and HR managers and personnel, as well as CSC Directors namely Dir. Hedy Jose B. Lardizabal of CSC RO1, Dir. Flordeliza C. Bugtong, and Dir. Josephine R. Altura, DMMMSU’s assistor.

During her speech, Dr. Estrella N. Perez, VP for Administration, explained that PRIME-HRM entails greater engagement not just of the human resource management officers (HRMOs) but also of the officials and the rank-and-file employees of DMMMSU.

“Each one of us in the University has a role to play in making the program successful. While the Top Management promotes change, reinforces continual improvement, and takes care of quality assurance, the HRMOs implement improvement in the systems, policies and standards to develop the HR systems, and the Chancellors, Deans, Program Chairs, and Heads of Offices lead their respective faculty members and staff towards change. Expectedly, faculty members and staff embrace change and aspire for their own development and likewise welcome change as well as look forward to individual and organizational development,” she added.

“The recognition that we will receive today manifests that we have met the Maturity Level 2 indicators for Rewards and Recognition. There has been a system for rewarding and recognizing achievements of our constituents even in the early beginning of our operations as a University. With the strengthened Rewards and Recognition Program, the Program on Awards and Incentives for Service Excellence (PRAISE) Committee has to perform its function to be able to implement an excellent practice of Recognition and Rewards,” she emphasized.

She further underscored that the desire for assessment of the University’s competencies, systems, and practices in four HR systems, namely: Recruitment, Selection, and Placement; Learning and Development; Performance Management; and Rewards and Recognition was initiated by the University President, whom she calls as Quality Assurance Champion in the University.

Meanwhile, in his speech, President Jaime I. Manuel, Jr. pointed out that the University has always recognized the importance of PRIME-HRM. “We believe that the integration of PRIME-HRM in our systems is not only a mandatory requirement but also a transformative initiative towards building a culture of excellence. The recognition that we have received is a manifestation of the University’s determination and unrelenting efforts to promote people excellence for efficient and effective public service delivery,” he continued.

In a short interview, Dr. Perez conveyed that the University will continue to prepare the documents showing that the University meets the standards in the other three systems namely Recruitment, Selection, and Placement; Learning and Development; and Performance Management – all of which in addition to Rewards and Recognition will lead to PRIME-HRM Bronze Award.

“The award is not our main target though. This will only serve as bonus when we prove that the University implements excellent processes in all the four systems. Everything has already been put to place; we only need time to prepare the documents for assessment by CSC. With the collaborative efforts of all personnel involved especially in the preparation of documents, I’m sure that the we can meet this target in the University,” VP Perez concluded. (Ayu)
