In his report during the 40th Foundation Anniversary Celebration held at the North La Union Campus (NLUC) on January 15, 2021, Dr. Jaime I. Manuel, Jr. emphasized DMMMSU’s accomplishments in administration, instruction research, extension, and infrastructure.
The following are highlighted in his report:
DMMMSU is already ISO Certified
President Manuel expressed his appreciation for every employee’s commitment in helping realize the DMMMSU’s becoming ISO certified:
“We dreamed for ISO Certification. Together, we worked on it, we focused our gaze on it, we pooled all our energy together, we never cringe back in fear of not achieving it, and because of our team work and commitment, we attained it!”
The Stage 2 Certification Audit was conducted virtually by Shahid Mushtaq (Lead Auditor), and Eugene Librado and Rex Villaverde (Auditors) of ACS W3 Solutionz in accordance with the requirements of ISO 9001:2015 standards on November 17 to 19, 2020. The audit scope is the provision of instruction, research, extension, and support services. Overall, 24 processes were audited.
Level IV Accreditation
President Manuel also highlighted the University’s performance in program accreditation. The University now keeps the record of 10 Academic Programs with Level 4 reaccredited status. The programs are listed below.
- BS Industrial Technology (MLUC)
- BS Agribusiness Management (NLUC)
- BS Agroforestry (NLUC)
- Bachelor of Elementary Education (NLUC)
- PhD Science Education (SLUC)
- MA in Technology Education (MLUC)
- PhD in Technological Education Management (MLUC)
- BS Computer Science (SLUC)
- BS Mathematics (SLUC)
- BS Biology (SLUC)
He also stressed that in December last year, 6 graduate programs from the College of Graduate Studies (CGS) of the South La Union Campus were evaluated for Level IV Phase 2:
- MA in Guidance and Counseling
- MA in Language Teaching
- MA in Mathematics Education
- MA in Science Education
- MA in Teaching Music
- MA in Special Education
Rooting from the positive feedback by AACCUP accreditors on these 6 programs, President Manuel expressed hope for another 6 Level IV reaccredited programs this year.
He also added that there would be more in the coming years as the North La Union Campus also submitted 2 programs for Level IV Phase 1 accreditation:
- BS in Environmental Science
- BS in Information Systems
They also submitted 2 programs for sustainability assessment:
- BS in Agribusiness Management major in Cooperative Management Entrepreneurship
- BS in Agroforestry major in Watershed Management
These 2 programs were reaccredited Level IV in 2016.
The Mid La Union Campus also submitted BS in Industrial Technology for sustainability assessment, and 5 other programs for Level IV Phase 1:
- BS in Information Technology
- BS in Business Administration major in Human Resource Development Management, Financial Management, Marketing Management
- Bachelor of Elementary Education
- BS in Hotel and Restaurant Management
- AB in Political Science
He also announced that 89 % of the University’s accreditable programs have already been accredited. This means that DMMMSU is ready for Institutional Accreditation this year, as the University has already surpassed the 75% requirement by AACCUP.
Faculty and Staff Development
President Manuel encouraged more faculty members and staff to apply for scholarship to develop their depth and breadth in content and pedagogy and become more prepared to conduct researches. He showed the matrix showing the increase in incentives. He has been making efforts in encouraging faculty members and staff to enroll in top 1000 Universities in the Philippines or in programs with Level 3 accreditation status or in those which are Centers of Excellence/Centers of Development.
Currently, a total of 26 scholars are enjoying incentives from the new scheme.
Research
President Manuel was equally happy about the huge accomplishments of the University in research. In January last year, research incentives were increased and implemented. A total amount of Php1,989,103.44 was spent for cash and laptop incentives given to research publishers.
In addition, TURNITIN PLAGIARISM AND GRAMMAR CHECKER and IBM-Statistical Products and Service Solutions (BASIC version 27.0 AND AMOS) were made available for use. What’s more? The University was also able to outsource the total amount of Php 31,670,842.20 as research grants.
With 27 percent of faculty and staff involved in research, there are 201 researchers being conducted and 50 researches being completed.
In addition, 16 researches were published in WoS, Scopus, Science Direct Indexed Journals and CHED Accredited Journals. Moreover, 101 papers were presented in local, national, and international fora/conferences. The University also produced 6 copyrighted creative works.
As a manifestation of the quality and relevance of the researches produced, researchers received 44 citations in WOS, Scopus, and CHED-Accredited journals.
As for IP registration, the University keeps a record of 72 registrations, 11 of which are utility models, 41 filed utility models, and 20 filed copyrights and industrial designs.
Because of the number of utility models registered, DMMMSU is recognized by DOST-PICAARRD as the 2020 Top Intellectual Property Filer in the Philippines for Utility Models by Intellectual Property Office Philippines.
With the help of our DOST-PCAARRD IP MASTER CLASS GRADUATES, ENGR. RUBELYN V. DELFIN and ENGR. ROWEL M. MUNAR, these number of registrations may increase this year.
These are the University’s remarkable accomplishments in extension:
- 142 recognized extension programs
- 125 research-based extension programs/projects approved
- 1,148 technology adopters
- 35 technology transferred
- 151 trainings conducted
- 35,374 persons trained
- 42,388 clients served
In 2019, DMMMSU was able to serve only 10, 503 clientele. “The sudden surge in 2020 is attributed to the use of online livestreaming of most of our extension programs and activities which means that the pandemic did not limit us from implementing our extension programs,” President Manuel explained.
Through the Kapihan sa DMMMSU initiated by DOUS, the University was able to reach thousands of clients via online.
Infrastructure

Besides the accomplishments mentioned above, President Manuel also recognized the heart of DMMMSU as demonstrated by faculty members and staff. He showed a clip of the humanitarian projects of DMMMSU namely, the help sent to victims of the eruption of Taal Volcano in Batangas in February, the aid given to frontliners during and after lockdowns, and the help sent to victims of floods in Isabela in December.
President Manuel further thanked and inspired DMMMSU employees in his concluding message:
“Our achievements especially that of ISO certification did not come by accident. It is the result of a strong community working together for a common goal. It is the outcome of our desire to constantly improve the services we provide to our students and other clientele. It is the manifestation of our high intention, thoughtful planning and governance, focused effort, intelligent direction, skillful execution, and the vision to see obstacles as opportunities.”
