On October 22, 2020, Atty. Kristine Gay B. Balanag, DMMMSU Chief Administrative Officer (CAO) and designated University Human Resource Officer (HRMO), served as  the Resource Speaker during the NARTDI Seminar on Personnel Effectiveness held via Google Meet.

Atty. Balanag shared that public office is a public trust; hence, “public officers and employees must, at all times, be accountable to the people, serve them with utmost responsibility, integrity, loyalty, and efficiency; act with patriotism and justice, and lead modest lives.” She explained thoroughly the difference of effectiveness and efficiency where the former is referred to as ‘doing the right thing’ while the latter is ‘doing things right’. Nonetheless, she stressed that the modern view should be to ‘do the right things right’ as working effectively and efficiently are clear signs of good work ethics that produce right outputs.

Developing a positive self-perception, setting clear goals, using energy wisely, becoming organized, and planning one’s life, are some of the important reminders she cited to enhance individual workplace performance. “The KEY is to ‘Keep Educating Yourself’ and maintaining a healthy balance of you mind, body, spirit, and soul,” she stressed.

Atty. Balanag informed the participants about the administrative offenses related to personnel effectiveness such as gross neglect of duty, being notoriously undesirable, and habitual tardiness.  Atty. Balanag also gave updates on salaries and benefits for the public sector as stipulated under Republic Act (RA) 11466 or the Salary Standardization Law of 2019. She also discussed RA 11210 or the Expanded Maternity Leave Law including leave mechanisms relative to COVID-19 and Bayanihan 2 Moratorium on loan payments of GSIS members and pensioners affected by COVID-19.
